Biography

Dr. Manuel T. Corpus, popularly known as the "Father of AACCUP", counts on a long and deep commitment to quality education. Presently, albeit retired from public service, he still serves as Member of the Board of Trustees of the National Network of Quality Assurance Agencies (NNQAA) — the umbrella organization of the AACCUP and the ALCUCOA. He co-founded the NNQAA in 2003 and served as its President/Executive Director for 17 years until 2020.

  • 1983–1985President, Philippine Association of State Universities and Colleges (PASUC) — Accomplished two landmark legacies: NCC 33 (the original version of NBC 461) governing faculty position classification and compensation in SUCs, and the founding of the AACCUP Accreditation Program.
  • 1990–1999President, Don Mariano Marcos Memorial State University

The Father of AACCUP

Founding President & Chairman of the Board of Trustees

Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP)1987–2000 (first 13 years), then Full-time Executive Director/President 2000–2020 — 33 years of continuous leadership.

  • Led advocacy for the ideology of quality in education during AACCUP's formative "trial and tribulation" years — rallying accreditors who initially volunteered without compensation into a "strong corps of quality crusaders."
  • Personally prepared all foundational literature: assessment instruments, standards, manuals, guidelines, accreditor qualifications, and training materials still used by the Agency today.
  • Secured funding, office condominiums, vehicles, equipment, and management staff; developed local and foreign linkages. AACCUP reached robust, fully-developed status around 2005.
  • Author of "AACCUP: Trial, Tribulation and Triumph" — a seminal publication tracing the Agency's history and the heroes of Philippine accreditation.

International Linkages

AACCUP maintains active linkages with quality assurance agencies worldwide under Dr. Corpus's stewardship:

  • APQN — Asia-Pacific Quality Network (~200 quality agencies in Asia-Pacific). Dr. Corpus served on the Board 2004–2006 as Team Leader for the Study of Qualifications Framework in the Asia-Pacific Region, and again 2016–2018.
  • INQAAHE — International Association of Quality Assurance Agencies in Higher Education
  • ANAAA, Timor-Leste — AACCUP was contracted to develop the country's Accreditation Program and conduct accreditation of academic programs 2009–2018
  • AQAN — ASEAN Quality Assurance Network
